Is this expected behaviour or is there some setting that can fix it?</p>

I looked in Default Apps in Windows 10's Settings menu, and everything seems to be set correctly there too.  If other people aren't getting this problem with this version of Opera, I think maybe it's something wrong in my Windows registry, so I'm going to try reinstalling Opera soon to see if that helps.</p>
<p dir="auto">Edit:  just reinstalled Opera and it's still having this problem.</p>

Check your settings to see if there's an option to open links in the foreground.</p>

I have the same issue.</p>
<p dir="auto">Restarting Opera does not help; this has been happening for about a week and it got annoying pretty quickly, especially since the new windows open in the background behind Outlook (2016) when I click a link in my email. Please advise me on what to do to fix this.</p>
