If you really want, you could download 115 and install it over 112 to remove that panel. If you want to be sure to get 115, you could download it directly from the FTP site.

Image from OP is showing one of the news tiles mixed with speed dial tiles
looks like some bug in rendering/organizing tiles
You say that this is how it looks on your side too?

I guess they are different things. One seems to be a "promotion" for News/Discover in SD and the other is News being shown in start page

You have one of the test versions where they are trying out new features; you usually can't disable the feature while it is in testing.
