When I design my own programs in general, I can do it there so I hope it can be done here.

Kill a standard, universal Windows control? Why? And who else would want to do that?

As for that "other browser," this is it: https://technet.microsoft.com/en-us/library/dd346947.aspx, "Command-Line Parameters for Starting Internet Explorer," which has a table down at the bottom that includes:

-k | Specifies that the browser will start in Kiosk (full-screen) mode.

Which would indeed eliminate the whole top portion of the window, not just the X close button.

Try posting this in https://forums.opera.com/category/15/suggestions-and-feature-requests.

Secondly, what I hear here is that current versions of Opera are built to support very mainstream use, rather than the high level of customization, available in Opera 12 and earlier, that included features that supposedly not many ordinary browser-users wanted. No offense, but to me this sounds like the definition of a feature that few people would use, so I would not be optimistic about getting it included. But Opera is big on extensions these days; perhaps you could create one to do this.
