I have Background App Refresh set to off for all applications. However, when I go to the settings for Opera Mini, the options for Background App Refresh are greyed out (un-selectable) and it is locked in the green/on position. Are the Opera Mini settings trumping the global settings for the phone?</p>

On the other hand IOS is another kettle of fish.</p>
