I don't have Opera installed anywhere on the computer and thus I can't shut it down.  Can anyone help resolve this issue?</p>

The most sure fire solution is as follows:  Try the "classic" Wise installer instead.</p>

<p dir="auto">I got to thinking that windows nt4 didn't have the safe mode.  I think that started later in windows xp or sometime after nt4.  Anyway, I couldn't find it anywhere.</p>

I ended  it and the opera setup wizard ended.  So I guess it didn't show anything unusual.</p>

<p dir="auto">Such an old system might be different, but of a newer one, I'd say it could be remnants and/or <code>[previous]</code> <em>failed</em> (or incorrect) install.<br />
Or - just guessing - some malware disguising itself as Opera or opera.exe.<br />
Does your system have the task manager?</p>
