The broken padlock symbol is new to make you aware of content that's not loaded via https although you are using an https-connection.
There's nothing broken about it. It's just a new information.

It's doing it on just outlook.com also

It's outlook.com. There's several other sites doing it as well

Probably all of them have unsecure content, but you'll need to check one by one to see what is the reason for them to show as unsecure.

Probably something in the page links to a unsecure server/page.

Note that Opera will only show the page as secure if it is really secure. If not, the page will be shown as unsecure even if it starts with https.
