Поиск в сети по идентификатору ничего не дал, зато дал поиск по локальным файлам, идентификатор зашит в opera_browser.dll, вот и думайте, что же так настойчиво опера пытается за расширение в себя установить и не может этого сделать... Подан багрепорт BUG-26448, но как вы понимаете безрезультатно, уже 3 апдейта было с тех пор, а воз и ныне там.
