    to whom should I report if I saw an illegal description on a video in the internet? should I contact the owner of that website or should I contact Opera, since I use it as my browser?

    Why would you contact Opera? If it is not on their website they can't do anything about it. Contact the owner, the hosting service or the authorities.

    I presumed he meant "depiction", though I suppose ... in this country it is illegal to tell anyone how to circumvent DRM, under the provisions of the DMCA. So that would be an illegal description, yes?

    Got the point but it still sounds strange. I guess I would say 'a video with illegal content on its description'.
